On the morning of February 4, Li Qiang, Secretary of Shanghai Municipal Party Committee, visited Shanghai Pharmaceutical Co., Ltd. (hereinafter referred to as“SHAPHAR”) to inspect the supply guarantee work of anti-epidemic medical supplies. Li Qiang pointed out that we should thoroughly study and implement the spirit of the important speech made by Secretary General Xi Jinping at the meeting of the Standing Committee of the Political Bureau of the CPC Central Committee and take the epidemic prevention and control as the most important task at present; we should properly and resolutely work on various tasks with relentless efforts, so as to contain the spread of the epidemic; efforts should be made to give full play to the active role of various types of enterprises and guarantee the supply of medical protective supplies through multiple approaches. Meanwhile, we should further seize the time to organize the import, production and supply of medical protective supplies , and give priority to the medical treatment needs and grass-roots epidemic prevention and control needs, so as to provide strong support for winning the fight against the epidemic.

Priority should be Given to the Medical Treatment Needs and Grass-Roots Epidemic Prevention and Control Needs, and Efforts should be Made to Constantly Optimize the Supply Mode and Improve the Supply Efficiency.

Secretary Li Qiang listened in detail to the report delivered by General Manager Li Yongzhong of Shanghai Pharmaceutical Co., Ltd. on the medical supplies support work, conducted in-depth exchanges and discussions with the Company’s responsible persons on the procurement, storage, transportation and dispatch of medical supplies, and inspected the operation of the an-epidemic medical supplies warehousing base through real-time video. Secretary Li Qiang fully affirmed the role played by SPH and SHAPHAR in guaranteeing the supply of anti-epidemic medical supplies, and expressed his gratitude to SPH and SHAPHAR for their contribution to the medical supplies guarantee work of the people and medical institutions in Shanghai. Li Qiang said that guaranteeing the supply of anti-epidemic medical supplies is the basic condition and key to the epidemic prevention and control. All kinds of enterprises in Shanghai should make persistent efforts to serve the overall situation of epidemic prevention and control, make every effort to strengthen the guarantee of material supply, and achieve precise and efficient allocation, so as to better stabilize the market, stabilize expectations and reassure the people. SPH should give full play to its role as a main channel, further tap its potential, strengthen communication and coordination with relevant departments and enterprises, and organize import and supply of goods through multiple channels. SPH should give priority to the medical treatment needs and grass-roots epidemic prevention and control needs, and constantly optimize the supply mode and improve the supply efficiency. SPH should strengthen scientific study and judgment, improve the storage layout and enhance the storage capacity based on the reality of megacities. SPH should give full play to its own advantages, closely combine with clinical practice and epidemic prevention and control practice, strengthen the production of related drugs, and increase scientific research efforts. SPH should coordinate the business operation, production and R&D, and strive to make greater contribution to the development of the public health undertaking and the construction of a healthy city in Shanghai.

SHAPHAR Responds Quickly to the Epidemic and Actively Engages in the Work of Guaranteeing the Supply of Anti-Epidemic Medical Supplies

Since the COVID-19 outbreak, SPH and SHAPHAR, as the largest pharmaceutical manufacturer and distributor in Shanghai, have responded quickly and acted on orders to take up the responsibility and mission of acting as the anti-epidemic medical supplies support base and procurement platform in Shanghai, and actively engaged in the work of guaranteeing the supply of anti-epidemic medical supplies. SHAPHAR established a rapid response mechanism for supply of drugs and other medical supplies, set up a 24-hour  hotline and announced it to the medical institutions throughout the City. During the Spring Festival, nearly 400 non-local employees chose to stay in Shanghai to help guarantee the distribution of anti-epidemic medical supplies.

Secretary Li Qiang pointed out that as the backbone enterprises in Shanghai, SPH and SHAPHAR have made good prediction on the epidemic prevention and control and taken actions to respond in advance. After accepting the task delegated by the Municipal Government to act as Shanghai COVID-19 medical supplies support base on January 28, they responded with effective and efficient measures, cooperated with the Municipal Party Committee and Municipal Government in carrying out and promoting the relevant supply guarantee work and stabilized the market supply.  

Secretary Li Qiang also stressed the need to vigorously promote the modernization of pharmaceutical logistics and speed up the progress. SPH should further grow bigger and stronger. As a state-owned enterprise, SPH should give full play to its role as a national team by not only fulfilling properly the supply guarantee work for the ongoing epidemic prevention and control, but also seizing the development opportunities to better serve Shanghai and the whole country.
